I changed the name of the serial interface to reflect the serial name on the new router. Everything is working fine on the ethernet interfaces, however the serial says down down. The config is absolutely identical. I have access to the old router and was able to verify. The old router suffered a power surge about a month ago, it was plugged into a wall outlet.
