This program provides short-term placement services for latency age (ages 6-12) male and/or female youth requiring immediate or emergency stabilization services, as well as youth presenting with more intensive service needs. Devereux’s STARR program offers stabilization services in a structured, predictable and well-supervised milieu. The primary focus is on identifying and treating safety/risk factors, barrier behaviors, and factors that precipitated placement. One of the main goals of STARR is to facilitate reintegration of the youth to the family or next appropriate placement in the shortest time period possible, usually within a matter of days. In order to accomplish this goal, we help the youth and family develop a strength-based, individualized treatment plan with services built around that. Individual and group therapy assist youth and families in developing safe, adaptive and healthy coping skills that support the youth’s return to the family home.

While in the STARR program, youth undergo comprehensive assessments to inform future planning, as well as identify their strengths and needs and those of their family. Devereux’s approach is to offer specific evidenced-based and best practices that will ensure the highest quality of care for each youth. Youth in a STARR program are considered homeless under the McKinney-Vento Homeless Education Act, and as such, may continue to be enrolled in the last school they attended or to be enrolled in a school in Webster, MA where the STARR program is located. Devereux’s STARR program works collaboratively with the school district and school personnel to ensure that all educational needs of the student are being met. Together with the youth, their family, and the referring agency, we work with the school to address factors that may act as barriers to attendance while also identifying previously effective strategies that promote school attendance and positive school performance.

Communities’ Mobilizing for Change on Alcohol (CMCA) is a community organizing effort designed to change policies and practices of major community institutions in ways that reduce access to alcohol by youth under 21 years old. The intervention approach involves activating the citizenry of communities to achieve changes in local public policies and changes in the practices of major community institutions, such as law enforcement, licensing departments, community events, civic groups, churches and synagogues, schools, and local mass media. The objective is to reduce the flow of alcohol to youth from illegal sales by retail establishments, and from provision of alcohol to youth by other adults in the community. Effectively limiting the accessibility of alcohol to teens not only directly reduces teen drinking, but also communicates a clear social norm in the community that underage drinking is inappropriate and unacceptable. CMCA Activities • Sticker shock-a public awareness campaign where stickers are placed on multi packs of alcohol stating “it is illegal to purchase alcohol for persons under 21” • Compliance checks- Police accompany an underage person who attempts to purchase alcohol without an ID to see if retailers comply with the law and ask for proper identification. • Implement parent and youth contracts-Contracts with youth and parents stating they will not use or provide alcohol at youth parties. • Responsible server training – Provide all alcohol servers with certification training so they will be aware of and comply with the alcohol server laws.
